William Colwell, counsel for Northrop Grumman Corp.’s Missile Defense and Protective Systems Division, has received the Howard H. Cork Award for his exceptional service to the Procurement Division of the National Defense Industrial Association, the Arlington, VA-based organization announced July 11.

A recognized expert in government contracts, Colwell is honored for his knowledge of federal procurement and service to the government contracts community. The Missile Defense and Protective Systems Division comes under Northrop Grumman’s Mission Systems Sector.

Previously, Coldwell was assistant general counsel for litigation at Northrop Grumman. Before joining Northrop Grumman, he had been an associate in the government contracts group at Wiley Rein LLP and served as in-house counsel at The Boeing Company in Seattle. He had served the Navy as a nuclear submarine officer before he became a lawyer.

Colwell has been active in the NDIA’s Procurement Division since 2012, serving both as vice chair and the chair of the legal committee. In the larger procurement law community, he served on the board of the Federal Circuit Bar Association. He also has worked with the American Bar Association’s section on public contract law and the Association of Corporate Counsel’s National Capital Region Chapter.

Established in 1967, the Cork award honors Procurement Division members who have devoted extensive time and energy in support of NDIA and the defense industry, and who have achieved stature in the defense community and the respect of their associates inside and out of the federal government.
